Why do people (when driving) stare at the person they are passing especially at a turn?

I find this to be really annoying and don't know why people do it.Its not like I'm going to stop and say hi or wave.

I don't. But if someone is staring at you, by all means, wave and smile back! They will be caught off guard and not know what to do!
