In order to start smoking weed (or doing coke) one must have too much free time.  This implies that they aren't busy working in the first place and have enough money not to have to work.  So there you go.  

How about all the women cashing in their WIC benefits for free p-nut butter and tuna fish, and then their boyfriend gets a case of beer right behind them?
