  1. Flowers that open at night do not have any scent what so ever. The cytoplasm engages a reactant in the bud of the flower. This results in the hault of all smells.

  2. Plants which are pollinated by night-flying insects, like moths, do give a strong scent at night.  You'll also find that many are pale-coloured (like Jasmine Officianalis which is white) and seem to almost "glow"; again to attract insects.

  3. Evening is the time when plants are relaxing. They have absorbed the warmth of the day, done their photosynthesis, sucked in the CO2. As the ambient tempature cools, the buds open fully, and the nectar flows to the flowers and the scent is released.

Scent will also carry better through the air in the mild warmth of evening, so our perception of the smell is greater.

For that reason, most flowers for perfumes are picked early in the morning, before they start releasing their scent. That way more is captured within the perfume, which will also release it's scent more as the wearer's body temparture rises.
