Methinks if you get wasted at an event patrolled by cops on horses and you meet the horse head on while acting belligerently you will understand.  Plus, the cops probably get a nice view from up there on the horse.

Horses allow officers an elevated view of the area and these horses are able to manuever through difficult terrain. And when the need arises, a horse can more easily disperse a crowd than any 4 officers could....just because of the sheer mass and body size of the horse.

They can go pretty much anywhere out of doors. They'll patiently stand in one spot for a long time while the officer can keep an eye on things. They're too big to mess with. (No man is as strong as a 1200 pound horse.) An unruly crowd suspects the horse will kind of take matters into his own hooves if they try anything. They're low-emission (except for the obvious, and that's biodegradable). They're a real nice way to spend a shift. (Nothing is as good for the inside of a man than the outside of a horse.) When you're on mounted patrol, you can't be stuck with taking anyone to jail.

All of the above answers plus horses are great publicity tools.  What do most youngsters do when they see the horses?  They want to run up and pet it.  This brings them into peaceful contact with police officers.

On a horse your elevated so you can see what's goign on all throughout a crowd. It also allows them to push their way through a crowd easily.

Horses are great in crowded areas. The height allows the police to be able to see things from above and they're less likely to miss things they wouldn't be able to see from a car or on foot.
