is it to do with the sun rising in the east and setting in the west ,they would get more sunlight and therefor save energy that they use in their plant who knows a sensible quesfion a silly answer

They don't. The steam rises and hits the turbine and therefore the turbine must be facing the ground (not north south east or west!).
