Why do referees in International, S14 and provincial rugby miss so many offsides?

Almost every match we watch, players are standing, lying and tackling from offside positions. Outside backs rush up offside, shut down any chance of the ball being moved wide and it's called rushed defence.

  1. in lesser matches i think the refer plays on if play is not interfered with, if you were to stop the match constantly it would become very boring very soon. at least if he is consistant between the teams and keeps the ball moving it'll keep a lot more people happy and coming back to the games
