Why do restaurants skimp on the fries for people that order takeout?

THAT IS MY BIGGEST PET PEEVE! I get takeout, and then I find a spattering of fries with my meal! That's horrible! How do I stop these places from doing that? When I go inside, I always get a good amount. I always get screwed at most places with the fries when I order takeout.

WHY?
