  1. not to mention spring and ground water..

    rock specifically either carries water (lime/sandstone) or stops it (granite etc..) a limestone quarry is likely to have at least 1 vein of ground water running through it


  2. The water table is relatively near the surface in most places.  If you dig into rock, you soon hit the water table.  the entire time that a quarry (or mine) is in active extraction, they pump water continuously.  Once they stop pumping, the hole fills with the water coming in from the surrounding ground.

    Same reason natural lakes and ponds are filled with water.

  3. 1) Good locations for quarries tend to have solid rock extending below the ground

    2) Most places where there's a quarry it rains

    3) Solid rock tends to trap water

    Putting 1), 2) and 3) together, you have a recipe for making man-made lakes.
