Evaporation, when water goes from liquid to vapor state, requires heat.  So when the water dries, or evaporates,  off of our body, it takes heat away from our body, making us feel colder.

This is why our bodies sweat when we are hot.  It creates moistures on our skin that takes some of the heat away from our body when it evaporates, helping our bodies to cool.
