Why do so many films have this exact 23.976 fps and not some other? ?

  1. because it's the rate that televisions can support. if the film is running at, let's say, 15fps, the film will look like pictures. if the film is running at, let's say, 26fps, the tv can't support or handle it.

  3. Film is traditionally done at 24fps, but for technical reasons (24 * 29.97 / 30) it often comes out as 23.976.  See 2:3 pulldown:
