Why do so many people think that tossing a cigarette butt on the ground isn't littering?

I hate walking by piles and piles of these on the street. Not only is it still littering, but it's littering little bits of toxic chemicals wrapped in paper. It adds up.

Most people who toss them on the ground, or out of car windows don't feel that they are littering because the trash piece is so small. How can we get this to change and for people to realize how disgusting this is?

I know what you mean and it's disgusting. Especially the fools that open the car door and empty their ashtrays in parking lots.

I think we should take DNA samples off of them, hunt down the culprits and fine them for littering.  I agree, it is disgusting.  My home is on a corner lot and I'm always finding not only cigarette butts, but beer cans and bottles, bags of garbage from fast food places etc.  What a bunch of pigs.

I smoke non-filters, so its biodegradable!
