Why do so many states' new laws go into effect on July 1?

Every year, we hear about new state laws going into effect on July 1. Is this the start of the fiscal year or something?

Thanks for clarifying something I didn't feel like researching myself! lol

  1. I used be a city employee, and it is indeed the beginning of the fiscal year. Every certificate, business license, alcohol license etc. had to be renewed before that date.


  2. you are correct it is the start of the fiscal year,when all the budgetary decisions have been made and the monies allotted to enforce laws

  3. It is the half- way point of the year.

  4. While we operate on a calendar year ( Jan 1--Dec 31,) most government bodies  and non profit organizations operate on a fiscal year ( July 1-June 30.)
