Why do some adults act like children in the work place?

There are a couple people at this university of 30k that will totally flip out and get both of our bosses as well as a few unrelated people involved if there is any misconmunication. I basically just skimmed the first part of an email and said oh she already has access thinking it was the same thing as twice in the past week but it turns out this girl needs access to 5 sites not one. I quickly said oh I was mistaken I didn't realize she will be working on multiple sites but I'll need the request to come from one of these other 2 people. He's not even a manager of any website. So his boss and my boss are having to talk it out because this shmuck with no authority wants it. My boss said he has no problem telling that guy we won't do what he says without the head of the division saying so. Childish much? Like the kid who wants to make up all the game rules in monopoly and we're like no we have the instructions right here but they try anyway. Anyone else deal with this kind of c**p?
