the infant is likely to wail and disturb other passengers... i will probably hate this fee when i have one myself, but at the present moment i don't mind it :o)

yes it is. Low cost airlines especially try to squeeze money out of people for everything and most now actually make sure you buy another seat regardless of whether you want the infant on your lap or not. The airlines argue that they need to charge for everything now cause of rising fuel costs, and in the low cost airline market because of increasing competition and fewer passengers due to terrorism etc etc.

They still need to account for processing charges, fuel and food but in general the cost is a rip off.
