Why do some areas produce a lot of sexual and social deviants?

I'm talking about men who sexually harass women without a care...

Or women flirting with men who are in committed relationships...

So on and so forth...

What causes a lot of these kinds of people in a culture or area?

Look up Modesto, California.  For some reason, that area has produced more serial killers, rapists, and child molesters than anywhere else in the country.  And the southern half of Florida seems to be another problem area.  And don't get me started on Texas.  

Must be something in the water.

There is no specific area. This stuff happens in the ghetto as well as affluent areas. Some rich people think that the world is their oyster and they think they can have whatever they want.  Some desperate housewives go after men in committed relationship so they won't have to deal with them on any other level other than physical.

It's all about individual morals.

Just who raised them! rich and poor people produce sexual deviants. I would say when you have a really conservative country there is always a soft under belly that is really deviant.
