  1. Bichomau1965 gave the best answer so far: reciprocity. That means : you scratch my back and I'll scratch yours. If you gave me something else I wanted even  more, I'll scratch your back and you wouldn't have to scratch mine.

    The U.S., as the most powerful nation on earth, sets our visa policies: we decide citizens of which nations can enter our country with just a valid passport and no visa and which would need both. Other nations then either reciprocate or not, depending on whether they want American tourists and American business. If they do, they'll make it as easy for Americans to enter their countries as possible.

    By the way, getting a visa is not such a big deal. Most overseas trips are planned far in advance anyway and a few dollars in visa fee are not going to break your trip's budget.


  2. Reciprocity is the usual reason. (They don't require visas of our citizens if we don't require them of their citizens). Although other times they allow us in without a visa because they rely heavily on tourism dollars, even though we require visas from their citizens.
