Why do some people go 45 MPH on the highway?

I know the minimum is 40 MPH in most places, but that is something I would do in a heavy rain storm. I was on this two lane highway the other day that was straight without any rain and I got behind a pick-up going 45 MPH. I was able to pass the truck but I wondered why some people drive that slowly on the highway. The driver was not on his cell phone.

  4. if 40 mph is the speed limit, 45 mph is normal.  many people from what ive seen go 5mph over the speed limit, if you go any faster youll get a speeding ticket

  7. i know of one who fell off a ladder ,when he is driving 45 it's like 90 to him  .. he always has a  long line of traffic  behind him. far as i know he has never received a ticket for it , give the man a break he's doing the best he can. and yes it is seeing the doctor  when he's out driving.
