Why do some people look the other way?

Some people look at the ground or away when you walk past them or towards them. Why is that? Is it because they don't want to have to make I contact and say hi?

I do that...it's awkward and I'm nervous around strangers.

its an embarrassment thing. it just sort of means they dont want to talk to you, or grab attention to themselves.

haha, whenever i'm walking through school, if i see someone i know, i STARE at them until they look at me. then i smile and keep walking.

it's really annoying when people do that. they probably just want to seem preoccupied.

they don't want to give the impression that they are staring at other people. Also they are probably too shy to say hi to stranger.
