  1. Police cars do not need license plates, becuase they are a special vehicle. Some do, some don't. Most police cars have some way to determine what car they are in the fleet.

It is generally up to a jurisdictions safety director to determine the uniform and police markings on a zone car.

  2. Every automobile on the road must hold a tag. No exceptions.

  3. In many states, mine included, police cars (and other emergency) vehicles are not always required to have a plate if they are owned by the government.

  4. A license plate is evidence that the taxes have been paid.  Police departments don't pay the tax and so don't need the tag.  Some states provide a special tag for government vehicles and some don't.

  5. Some states exempt government vehicles from registration requirements. My state does not, all vehicles must have proper license plates.
