  2. THe areas that you describe are high humidty areas and high humidity cause weather systems to be pushed away. This is due to the proximity of the ocean to southern states there are some other reasons that come into play. The systems are pushed north and then the jet stream that flows west to east catches them and they move in a north easterly direction.

  3. Could be gulf stream.
