Any thoughts would be appreciated. (Please keep in mind subs have at least a Bachelor's degree and in many cases a teaching certificate so they are more than qualified to complete lesson plans accurately and mantain classroom discipline.)

While there are certainly subs who couldn't find a permanant job right out of school, there are many reasons that someone becomes a substitute. Ultimately, it is the regualr classroom teachers responsibility to let students know that when he or she is out, learining will continue (even in the form of a video with a question guide, or other "busy work"). If students know that the regular classroom teacher will not hold them accountable for their behavior why should they listen or behave when there is a substitute?
