Its a challenge to the opposition. In fact, its not just the all blacks, most new zealand male sporting teams do it before a match.

Even if it not a national side, i.e. if it is a club rugby side and they are playing another club from overseas, they will usually perform the haka beforehand

The All Blacks, the international rugby union team of New Zealand, perform a haka (Māori traditional dance) immediately prior to international matches, over the years they have most commonly performed the haka "Ka Mate". In the early decades of international rugby, they sometimes performed other haka, some of which were composed for specific tours. Since 2005 they have occasionally performed a new haka, "Kapa o Pango."

Haka are sometimes popularly thought of solely as war dances, but individual haka have different purposes, not all related to war. War haka, which had their own term, 'peruperu' were originally performed by warriors before a battle, proclaiming their strength and prowess in order to intimidate the opposition. Today, haka constitute an integral part of formal or official welcome ceremonies for distinguished visitors or foreign dignitaries, serving to impart a sense of the importance of the occasion.

Haka is not limited to just the All Blacks. Many high school rugby teams in New Zealand have their own haka. It's just something you grow up with playing rugby in NZ.

It has been a natural progression for NZ's top team to have their own haka.

Other Pacific Nations will also do a "little dance" at this years world cup, most notably Manu Samoa, Fiji, and Tonga.

And don't let anyone fool you -  haka were designed to politely let the other side know you were ready to fight, nothing more nothing less. - personally I think kamate sucks kapaopango is a truck load better.
