Why do the Cubans & Mexicans produce great Boxers?

I thought they were like third world countries? Is it just because they have a real tough up bringing, or they fight to survive? What about their poorer training facilities?

Because they are always fighting on the streets.  That makes them so much more tough than any other nations fighters.

I think their government have a very extensive program that promotes boxing on the youths that's why they produce very good boxers.
