Why do the Philippine Department of Foreign Affairs ban Filipino women from working as Au Pair?

I saw POEA post near their office the ban for Au Pair while foreign embassies do give visa to applicants...like Norwegian Embassy.

Perhaps it's due to the incredible amount of sexual abuse and rapes cases associated with young Pinays working overseas.

Because many of the destination countries for Filipina Au Pairs/domestics do not have a good track record of protecting the rights of the women, the DFA has taken matters into its own hands by limiting who may go where.
