  1. All ATC's, from all countries, are supposed to do the things in french. Yes! It is a threat for foreign airlines.

    Example:

    When you are going to say 9, you don't say nine to the ATC, you tell hem niner, why? Because in dutch, nine means no.

    Well, hoping they reach and agreement.

  2. ICAO the International Civil Aviation Organization allows native speakers to communicate with ATC and aircraft in the native language.  French to French, Spanish to Spanish and so forth.  I fly in Central and South America a bit and they mostly speak Spanish to the native airlines.

    However the international language of aviation in English.

It IS a threat, as you say.  It is a threat to air safety because, as a pilot, if you don't speak French, you are at a disadvantage.  French ATC will communicate to YOU in English, but if everyone else is speaking in French, you won't know what is going on around you and that puts you in potential jeopardy.
