  8. The reasoning is generally that it helps draw attention to your car. Ambient light does not always reflect in a way for others to notice your vehicle, but with your headlights on you know there is at least some light shining from you in the direction you're going. This is important for both pedestrians and other motorists on the road, particularly on narrow or winding roads where reaction time is very important. In Italy the streets are often very narrow and an extra split second where a person walking/biking or another car is aware of your car is valuable. I believe this is the same reasoning for the automatic daytime running lights installed in some cars.
