Why do the most of Hollywood movies have criminal characters as protagonists?

Bandit, pirate, spy, tomb robber, hit-man, hacker... always about how people in the wrong business pursue their free wills through using violence. Meanwhile, cop rarely plays any significant role, unless it is a cop who disrespects the laws.

What message are Hollywood movies trying to present? Laws are for suckers?

They don't need to be reminded of the boring law-abiding lives they live everyday.
