I'm not sure if we are all understanding what you are asking.  I may be wrong but I don't think you are asking why the shoes are removed by emergency services people, I think you are referring to the fact that accident victims are often knocked right out of their shoes.  That is a fact that happens all the time with pedestrian accident victims.  It's a matter of the high level of force applied to a human body when struck by a vehicle.  I can't give you a technical reason, but it is very common occurrence.  You often see news photos of a smashed up bicycle with someones shoes lying nearby.  I hope I answered your question, but if the other answerer's correctly figured out what you meant then I know they did a good job.  Cheers!!
