Why do they always say this?

When people criticize a government, like the current US government, they always say "The Bush Administration did _______....."

On the other hand, when people criticize the Communist Party of China, they simply say "the CHINESE did ______"

don't they realize that by saying "Chinese" they are pissing off a lot of innocent people who have NOTHING to do with the government?

I don't think they realize anything, for that matter. Few of them know anything about Chinese politics, let alone their own politics.
