Why do they blur out people on TV if the video is taken OUTSIDE the USA?

OK, I understand the US privacy laws, etc...Unless you tape in a public venue, you need to blur out the people in the background, etc...However, I have watched several US documentary shows taped OUTSIDE THE USA, and they blurred everything...Someone in Africa isn't going to sue, so why do it?

Those shows aren't only shown in the US.  I have watched a few US documentaries that were dubbed in German.
