  1. Because it was a tie.

  2. Simple it is a subjective sport therefore they do not have a bronze medal match.  A final match that gives only one medal in this sport exposes a great potential for the referee who scores to show bias.

  3. If there is a tie they would give two medals.

  4. Many combat sports including Wrestling, Boxing, and Judo give out two bronze medals.  It has absolutely nothing to do with a tie.

They do so because they want to minimize the potential for injury and just decided to give out two bronze medals instead of making the two bronze medal finalists fight again.

All tournament structures in the Olympics have methods of correcting for the randomness of competition.  In some sports, like Tennis, they use seeding.  In others, like Basketball, Soccer, and most other team sports, they use a partial Round Robin format.  In Judo, Wrestling, and Boxing (and probably others, but I'm not sure which ones) they use a modified Double Elimination format.

Once the tournament enters the Round of 16, fighters may get a second chance to compete for the Bronze medal even if they lose.  Losers in the Round of 16 advance to the Repechage (or Loser's Bracket) if the person who beat them advances to the Semi-Finals.  All losers in the Quarterfinals also enter the Repechage.  Two competitors from the Repechage emerge and face the losers from the Semi-Finals in the Bronze Medal Matches.
