  2. To accomodate the blind drivers. That's why there are a couple big steel poles at each end as well. Seriously though, they are to allow the use of a walk up if the person is blind or if the person who is a rear seat passenger is blind and wants to utilize the machine. It has nothing to do with the machines all being the same for economic reasons.  

  3. The reason that they do this is because there are certain drivers who while not legally blind, have eye conditions which are similar, the braille on the bank machines in drive thru's is for them.

There is no such thing as a drive-through bank machine any more than there is a hotel bank machine.  There is a bank machine, period.  The machines all have the same keyboard.  Some machines are installed in bank lobbies, some in service stations, shopping malls, hotel lobbies, any of which could be visited by a blind person, and yes, some in drive-through kiosks.  To make a different keyboard for the machines installed in drive-through kiosks would add considerably to the cost of the already-expensive machines.
