  1. I have never heard of this being done, but there is a plausible reason for doing so: to decrease the resistance between the tracks and ground, so that the streetcar power can be used more efficiently.


  2. it comes from the car itself,,,,, it is used to cool down the brakes in the wheels..... its just overflow that you see.

  3. my guess would be to wash debris out of the channel next to the track it self to keep the car ON the track and not be derailed by garbage builup
