Why do they say that micahel phelps represents america?

i disagree i think he is excellent athlete that knows better that there is no point in taking steroids because its all cheating

why would an olympic swimmer who started at 11 years old waste his whole lifes work away in the oOlympicsy taking ssteroids

but i do not think he represents america

he is simply an amazing swimmer
