Like myspace, you have to be at least 14 to have an account, but everyone has one. And Yahoo 360, you have to be 18, 'course I'm not (shhh) Why do they even say that if people are going to do that anyway?

  1. There are also speed limits that people break, tax laws that people violate, etc. Just because a few people ignore the rules is not a reason to get rid of them.

  2. It's basically a CYA (cover your a$$) provision.  If someone underage signs up and somehow gets into trouble through the site, the web company (Yahoo, myspace, whatever) can point to the agreement and say "They deliberately lied when they signed up, so we can't be held responsible for their stupidity."
