  1. I think its more to do with getting a good  connection, the rightfully figure, hey he won't need this just shave it all


  2. Basically it is so the hair does not impede conductivity which would take longer for the prisoner to die.  It may also be so the prisoner does not catch fire.  See below..

    The head and legs of the condemned person are shaved and the prisoner is strapped into the electric chair. Sometimes the eyebrows and beard of the prisoner will be shaved in order to minimise the risk of the condemned catching fire.[8] A natural sponge, moistened with a saline solution, is placed on the head to aid conductivity. One electrode is attached to the head and a second attached to the leg to provide a closed circuit. At least two applications of an electrical current are applied with the time and current depending on the physical state of the condemned person. Typically an initial voltage of around 2,000 volts is applied for up to 15 seconds to attempt both to induce unconsciousness and to stop the heart. The voltage is then lowered to reduce current flow to approximately 8 amps. The body of the person may heat up to approximately 138 °F (59 °C), and the electric current will generally cause severe damage to internal organs.

Primarily because the hair will definitely burn or caught on fire once the electricity comes contact with the hair, these should be avoided if they want to execute the prisoner, instead of frying him to death the State wants him to die through electrocution not through burning. That is why the hair is remove mandatory.
