Why do train cars have solar panels?

I was riding Amtrack the other day, and we passed a long train of hopper cars withe some kind of ore. In each end of each car was a small solar panel. What would these be used for?

They are trains that not even the train company knows where they are at all times, because they are being used to transport highly classified government cargo.
