  1. Because the number sounds better when it's only per person.

  2. You're correct that hotels are booked on a per-room basis. However, hotel rooms are priced on the assumption that there are two people per room. The hotel does not give you the room for half-price if you're alone. You're still taking up an entire room and it costs the hotel the same amount regardless of whether there are one or two people in it.

Packages are also priced on the assumption that there will be two people in the room because that's how the hotels charge them. And, that's how most people travel. Couples are far more common than singles, so that's how prices are quoted. They probably list it per person because it sounds cheaper.

You can book a package as a single traveler, but you have to pay a single supplement to make up for the fact that only one person is occupying the room. You're also paying extra if you just book a hotel, but it's rolled into the room rate so you don't realize it. The package operators break it out separately and tell you that you're paying more. That's the only difference.

  3. i always book flights and hotels seperately because of the markup of packages. every hotel i have ever stayed in all over the world i just book the room which is for 1 or 2 people. the price i pay is always much cheaper than travel agents. i think i can negotiate hotel prices better than them
