Because you have to turn them on to engage them. My guess is that SOMETIMES you remember, and sometimes you don't.

Try turning them on prior to entering a turn.

You may be in a vehicle that is in need of maintenance by the auto dealer repair shop.

You may be observing some other driver whose attention to detail is seriously lacking.

If you are referring to traffic lights that are malfunctioning, then you should report this PDQ.

2. the flasher is going out.
