Why do underage celebrities in Hollywood not get in trouble for drinking illegally?

It seems a little unfair to me. Why do the cops not arrest them after there are lots of poparazzi footage of them drinking?

There are thousands of pics of underage drinking on myspace. And besides the first answer, they aren't going to go to that much trouble for a misdemeanor.

A photo of a person drinking some liquid that may or may not be alcohol is not sufficient evidence of a crime.
