Why do wapanese kids do this: "~" at the end of every sentence?

it annoys me to no end and i don't understand it

It is irritating but compared to what goes for spelling in many of the questions and the use of texting(short messaging)  language, I guess, this is any day better.

They see it as decorating the sentence. It annoys me too, not just them but some Hispanic or &quot;ghetto&quot; girls type xxlike thisxx in every sentence.
