Why do wardens throw lit cigarettes in Goodbye Bafana?

Question

They do that in England but NO South African ever did that because of the wind and starting a fire. I never saw anybody do this in 3 decades there. You could get fined for it but people didnt do it out of respect, especially officials, so you always stomped your cig out. So why do they do it twice in this movie?
