You need to moisturize the air being inhaled through your nose.  Also the mucus helps to collect air-borne spores and cells.  As the water evaporate from the mucus, it will form a booger.  Allergies, colds, and other upper respiratory infections may stimulate additional secretion of mucus.  In summary, the mucus in the nasal passages is a part of non-specific defense mechanisms used by your body to protect against infections, air-borne dust and particles.
