    The Telangana issue has left Andhra Pradesh limping. It began with KCR’s fast and slowly turned into a mass protest by Telangana supporters. The government cracked down under pressure and gave a go ahead to initiate the process of creating a separate state of Telangana. This upset the anti- telangana supporters who also took the streets, demanding the roll back of the decision

    This issue is not about Telangana alone. It is an issue which will herald a new phase in Indian polity and also change the geographical dynamics of the nation. The two big questions that need to be answered before creating the new state are- 1) Is the government moving in the right direction by creating smaller states & 2) What is the basis on which separate states are going to be carved out?

        


    The answer for the first question is- Yes, the government is very much taking the right step by creating newer states. History is a testimony that centres that are closer to the state capitals have developed at a much faster pace compared to other regions of the state. In many instances including Andhra Pradesh the resources are mainly located in the least developed areas but are utilized for regions proximate to the power centers. Smaller states will make administration smoother and efficient coupled with higher development of the areas that have been neglected by the corridors of power that a located in the state capitals. Decentralization is a key step forward. For the central government it is both a boon & bane to have smaller states. The boon is- smaller the states, lesser power they possess to bargain with the central government. But on the negative side, it will have many more chief ministers asking for funds. From the people’s perspective this will not only localize the issues but also give them more access to the government. Corruption will reduce and the government will be much more accountable. The disparity levels between the developed and non-developed areas would come down substantially.

    The second question is more crucial. It is imperative to have a clear & articulate principle in place to decide the reorganizing of states. In the 60’s the restructuring committee took ‘language’ as the principle to create more states. Marathi & Gujarati speaking got their own states in the form of Maharashtra & Gujarat. Similarly, South India got four states speaking different languages. Many critics argue that a state that has one language should not be divided like in the case of Andhra Pradesh. But the recent examples of Uttarakhand, Jharkhand & Chattisgarh have proved to be really successful. Jharkand along with Bihar has a higher GDP & per capita income compared to undivided Bihar (Jharkhand was part of Bihar). The language spoken in all these states is the same as their parent states.

    There are various ethnic groups like the gorkhas, karbis, bodos etc demanding for a separate state and so are politicians like Mayawati, Ajit Singh who feel Uttar Pradesh should be divided into two separate states as it is difficult to manage a big state. The voices demanding separate states are increasing but for different reasons. Ethnicity or even political mileage for certain parties should not be the criteria to divide states otherwise this whole exercise is futile and will turn out to be a catastrophe. Economic viability, better administration & inclusive development have to be the three basic principles on which states should be divided.

    The government should first & foremost set up a restructuring state committee to lay down the basic principles and policy for creating new states. More number of states will not diminish India’s size nor will it curtail the cohesiveness that exists. On the contrary if handled with care and pragmatism this just might turn out to be a key tool in bolstering Indian development pace which is till lagging behind.

    why is everybody asking for telangana or seperate andhra from dec 2009...what happened to these demands before??...There are 42% population from Telanagana and 58% from andhra...so 3/4 th of the tax paid by 58% of the people are spent on hyderabad so why should hyderabad be given to telangana??...How can TRS with 10 Assembly seats deciede the fate of 8 crore ppl??...Why should 99% students suffer a loss of an academic year just because of 1% morons??..The US & UK are not considering the VISA applications of students from osmania university now...78% of the police force is made of ppl from Telangana...why do Telanagana ppl say they hav no jobs??...God is watching over...Death came to andhra pradesh when we got divided amongst our self!!..If telangana comes it will only just put the dead body in the coffin!!...Use your head ppl dont listen to filthy politicians!!

  8. So till today can we question what accomplishments were made by local elected MP/MLAs of telangana regions.   No one ever saw any dharna / hungerstrikes for getting the projects completed.  

    One thing is for sure, Even after u create a seperate state for every district in Telangana regions,  U would find same set of local leaders who are currently there.   Do ask urself consciously , if local elected people are NOT competent, no progress can be seen.   Instead state will turn into another Bihar.

  9. Some Facts behind the demand for a separate state – Telengana

    Whenever the topic of Telangana is raised, many of us blindly support Andhra or Telangana based on where we come from. Not sure how many really think of why the demand for separate state has been there for such a long time. The 2 major reasons why the demand has been pending for so many years is WATER AND HYDERBAD. People around the state have earned and invested in and around Hyderabad so there is a concerns about the safety of the investment if the state is separated while both the major rivers in our state flow mostly through Telangana. Below are some facts that are few reasons for the demand.Sentiments can be foolish but not facts.


     There are 10 districts in Telangana, 9 in Andhra and 4 in Rayalaseema.Out of these 7 districts in Telangana, 3 in Andhra and 1 in Rayalaseema are considered severely backward districts which mean 70% of districts in Telangana are backward while in Andhra it is 35% and in Rayalaseema it is 25%. Apart from these there are some areas in all parts of the state which
          are also backward.

     45% of the state income comes from Telangana region. When it comes to utilization of funds, the share of Telangana is only 28%.

     Normally canals are dug to supply water to the crops from rivers for cultivation. The amount of land cultivated through canals in just Guntur district is more than the land cultivated with canals in entire Telangana region.

     Nagarjuna sagar dam is built in Nalgonda district which is in Telangana but majority of the water from the dam is used for Krishna and Guntur district. The original dam was supposed to be build much ahead of its present location but the location was changed so that it falls in the Telangana region. Due to the construction of the dam several hectares of Lime stone mines vanished as part of the dam back waters. Everyone knows that lime stone is used for producing cement. Even the natural resources were not allowed to remain.

     Fluorinated water problem is only in Nalgonda district which has not been resolved since decades.


     Two major rivers Krishna and Tungabhadra enter the state of AP in the district of Mahaboobnagar(the biggest district in Telangana) but the district always remains the worst draught hit areas along with Anantapur because there is no project and process with which the water can be utilized. The plan for utilization has been pending for decades.



     RDS (Rajolibanda Diversion Scheme) is build in Mahaboobnagar to provide water to 85000 hectares of land in the district. The leaders of Rayalaseems blasted the gates of RDS and water is supplied to KC (Kurnool-Cudapah) canalwhile only remaining water, if any, is supplied to the lands in Mahaboobnagar.

     3 TMC of water from Gandipet is sufficient to supply drinking water to our city. Every year 1700 TMC of water is wasted and is flown into Bay of Bengal from river Godavari. Starting from Nizambad to Bay of Bengal there is no project allowed to build on Godavari. If it is built leaders in Godavari districts fear that the fertile lands in the area may fall short of water.If the Godavari water is utilized properly, there will be no scarcity for food grains in our state.

     In Telangana regions, only few areas cultivate one crop a year and very rarely two crops a year while most of the land doesn’t even cultivate single crop. In both the Godavari districts, Krishna and Guntur district, two crops a year is common and there are times where even 3 crops a year are cultivated. The only reason is WATER.

     Government issue G.O.’s for implicating its decisions. G.O number 610 is the longest non implicated G.O in the history of AP. The G.O was issued in 1986 by late NTR who was then the CM of AP, which is not yet implicated. The G.O speaks about the share of Telangana employees in Government jobs in Telangana region.

     33% of the population in Mahaboobnagar district have left the district for livelihood to different parts of the state due to draught and majority of them are working as daily labour. No other district has so many people who fled the home place due to lack of livelihood and working as daily labour.

     There are 25 plus government degree colleges in Krishna, Kadapa and Guntur district while there is not even a single government degree college in Ranga Reddy district.

     Dairy development corporation of AP purchases milk from farmers across the state for distribution. For the same milk, in Andhra, the government pays Rs. 24 to the farmers and in Telangana they pay Rs. 22 per litre.Partiality is shown even in milk J

     In between 2005-2008 government sold lands worth Rs. 20000 crores in and around Hyderabad which was utilized to build projects in Rayalaseema and Andhra.

     Not even a single project was completed in Telangana in the last 5 years while several projects were completed in Andhra and Rayalaseema.

     Not just Telangana but areas of Northern Andhra, Prakasham and parts of Rayalaseema are still backward. The state needs to progress as a unit. People are suffering across the state and they need a solution.

     Nobody wants a split in the state but when the people of one region are constantly humiliated and denied of what they should be getting, such demands keep coming. Let us show maturity in understanding social problems
          keeping aside the sentiments.

    9)  Pothireddypadu regulator was originally created for drinking water to Chennai
         with 5 TMC. Gradually 5 projects were ‘piggy backed’ & augmented to canal.
         In the  name of Chennai drinking water, Rayalaseema leaders wanted to take  
         away  the entire waters of Srisailam reservoir.

    10) Veligonda project is being constructed on war footing basis. This will drain
          60 TMC of water from Srisailam. This project is not allotted (water share by
         tribunal)  and do not have clearance till now.

    11) Handrineeva Srujana Sravanthi, not allotted not cleared project is going on
          war footing now. It will run through chittoor via Anantapur.

    12) SLBC - Srisailam Left Bank Canal, despite of all recommendations,        
          Clearances and permissions never started. This would have provided 30
         TMC for 3 Lakh acres in Nalgonda district.

    13) Manuguru thermal power station proposed by Central govt due to proximity of
          coal mines was lobbied to be shifted to Vijayawada, transporting coal from
          telangana (singareni). This led to shortage of power due to pump set usage
          by Telangana farmers.

    14) Ramagundam super thermal power station (2500 MW) transferred to NTPC,
          crippling power ownership of state by which we get only 27% of power
          produced and rest is pooled in national grid.

    15) Dummugudem Hydal power station never even started construction – this
          remained a promise on paper.

    16) Icchampalli power (975 MW) project never started.

    17) Power regulatory mechanisms – 220 KV, 132 KV, 32 KV substations and
           lines never realized in Telangana region.

    18) If Mumbai is not a free-zone, Delhi is not a freezone, Kolkatta is not a
          freezone, Chennai is not a freezone, Pune is not a freezone … why should
          Hyderabad be a freezone ? Andhra enthusiasts hailing Hyd being a freezone,
          were demanding entire Telangana should be freezone.

  12. sitting here in hyderabad or some where in andhra and talking abt telangana is'nt fare come to villages of telangana in mahaboobnagar ,nalgonda and adilabad dist u can see how the ppl live there they dont even have drinking water and forget abt water from irrigation projects. Andhra soils are fertile coz of water supply but telagana soils turned into barren lands now will united andhra govt can develop these regions wen u dont even know abt these ppl or u ppl know also u simply ignore them.U ppl use our lands our water and our resources for ur development but U dont care telangana ppl.I ve seen ppl of andhra who jus see telangana as backward region and also telangana ppl also as backward ppl yes still max of telangana are backward coz andhra ppl pushed us back in every field this discrimination can be solved with seperate state  WE DEMAND FOR TELANGANA
