  1. Just to make sure that no read or write operation is going on the USB drive when u remove it, thus prevent data loss.

Check one thing-   Open My Computer, right click on a drive, go to properties, choose Hardware tab, select ur USB Drive, click properties button, select Policies tab;  by default u will see the "Optimize for quick removal" choosen. Read the associated msg n u will see that actually we need not do the "Safely remove hardware" part if we know that no read/write operation going on the drive (normally indicated by a blinking Light Emmitting Diode)

  2. Removing it could cause a power surge or cause a fatal error. I just pull them out alot of the time but it isnt good for the computer.

  3. for  data to be  completely store on the usb stick and no task is running which using files from usb sticks

  4. By default on Microsoft operating systems you don't have to unless you have write caching enabled on the device.

What it does it make sure nothing is being written to the device when you remove it. If you remove the device whils't it is being written to, it can cause corrupt data.

Stopping the USB or "Safely Remove" is just a failsafe.
