It is not true that we obtain vitamin D only during dawn and dusk.  We obtain vitamin D from the sunlight which means that we can obtain it anytime that the sun is shining.  Of course, it is wise to consider the harmful effects of the sun's UV rays.  These rays are at their minimum at dawn and dusk,.  So that is a good time to get vitamin D while lowering the amount of UV exposure.
