Nobody pays them - they decide everything about their salaries by themselves from your taxes (indirectly - but others who decide also interested and are also people in gov).

Another approach (invented for general public) says that these people are competent professionals who knows what to do and they are scarce - so high demand for them allows to get high wages and those who in high supply (usual workers) get lower (minimal) salaries. Though this story is just for general mass of population - the real situation - to become politician doesn't necessarily requires to be competent - it's more question of advertisement budgets in modern society.
