Why do weather forecast depts. name hurricanes, cyclones, etc with girls' names? Katrina, Bertha,Nargis..?

They used to, the old joke was:

why do they name hurricanes after women?

they started using male names about 20 or so years ago

The WMO makes the list for the names.  And They include boy names now.  The names selected have to do with the region that the hurricane basin is in.  They also retire old names of storms that were not retired on a 4 year rotation.
