Why do women get offended if men stare at them?

i'm not sure about offended, but i get annoyed when anyone stares at me, male or female. depends on what kind of stare im getting i guess... but im not easily offended. so.

They don't get offended by men stare at them it's only when it's a man they are not trying to catch stares at them that they get offended.

they don't get offended.  They act up only if they are not interested in the guy.  If they find the guy attractive, then they like it.
