  1. It is because the first part involves a moving car and the second part, a stationary one. I like this interesting, tongue-twisting expression!  Safe to use when spoken in a hurry and not likely to get mixed up. Be careful with this one, though, when you are in a working frenzy--"Quick Bob, could you kindly go into the chicken and take out  the kitchen for me?!"  Guess what will be Bob's reply on the size of the bird, and use of a new term --ROC(chicken)FL? Will both end up on the floor?!  :-D
